All identifying information will remain strictly confidential to the Panel, the Jewish Care Victoria contact point and the third party administering payments. Details of any assessments or determinations made under the Scheme will not be provided to the Yeshivah Centre unless specifically requested by the applicant.…"
The letter announcing some of the details of the "scheme" is addressed to "Parents, Yeshivah Community members, Friends and Supporters," but the file itself as posted on Chabad Yeshivah Centre's website is titled "letter_to_parents_staff_and_politicians," a telling (if unintended) explanation of why the "scheme" was put in place in the first place.
As for Jewish Care, it is heavily influenced by Chabad and can't really be said to be truly independent from it, even though not all Jewish Care employees are affiliated with Chabad. And at any rate, a truly independent "scheme" would not be run by any entity connected to the Jewish community.
Combine that with Chabad's new ostracism of Parents and Friends of Yeshivah Melbourne, the group most responsible for forcing Chabad's lay leaders and corrupt rabbis to resign, and you have the makings of a whitewashing.
