A free abridged translation made by my source and slightly edited by me for clarity:
We find ourselves in turbulent times in which darkness covers the land. It is our duty to strengthen and to enlighten ourselves by guarding the holiness and purity of our city.
The holiness of the Jewish people is the essence and structure of our City of Torah [i.e., Lakewood, New Jersey], which was established with self-sacrifice by our great Rabbi [Aharon Kotler]…it obligates us to watch carefully the holiness of our camp.
Therefore we ask anyone traveling on township buses to guard the holiness of our city by separating the men from the women [on those buses] by having a curtain [act as a mechitza] separating the men and women.
With this may we merit all of the blessings promised to one who keeps the holiness of a Jewish home.
