New Attempt To Annex Land For Satmar Hasidic Village

A group of Satmar hasidic Monroe, New York property owners have filed a new petition to annex land from Monroe into the adjoining Satmar hasidic village of Kiryas Joel, Times Herald-Record reported this afternoon. The same property owners filed a previous petition to annex a larger amount of land. It is stalled in a state agency awaiting environmental review. The new petition seeks to annex 164 acres of the original petition’s 507.
The new petition covers 71 parcels of unincorporated Monroe land bordering Kiryas Joel to the north and east that separate Kiryas Joel from neighboring Woodbury.
The petitioners have not withdrawn the larger annexation request.
The attorney for the hasidic petitioners, Steven Barshov, reportedly said his clients wanted a new, more “manageable, bite-sized” petition that would be easier for Monroe residents “to understand.”
“I think it presents a picture which is a little more manageable. It's easier to focus on a specific group of properties,” Barshov told the paper, adding that his clients will prepare a full “robust” environmental impact statement for the new, smaller annexation request so people will know they aren’t trying to avoid proper environmental scrutiny.
The attorney for the citizens group United Monroe, which challenged the hasidic property owners’ previous annexation request, is still reportedly researching the legality of simultaneous annexation petitions that have overlapping properties.
“It seems to me that they're sort of creating a mess here,” Daniel Richmond, the United Monroe attorney, told the paper.
The state still has to decide whether Monroe’s town board or Kiryas Joel’s village board will be the lead agency overseeing the environmental review for the older, larger annexation request. Each board wants to be named as the lead agency.
But the state has delayed making that decision for months.
Kiryas Joel has the poorest population of any municipality in the US.
