A property illegally operating as a Satmar boys yeshiva has been cited by Orange County and Town of Chester officials for a variety of health, safety and zoning violations, ranging from food-safety and sewage issues to operating without the proper certificate of occupancy or building permits. Ohel Toro's Satmar owner, Abraham Stauber, has been already been fined almost $200,000, but the school remains open despite the danger to students and staff. Stauber has been ordered to appear in court April 14, but that court date will likely be postponed due to Passover.
