What will the new proposed draft bill the Knesset has been working on for many months look like when it is brought to a vote next month?
According to an exclusive report by Yediot Achranot, the Hebrew language print version of Ynet, as it now stands the bill:
• Includes haredi enlistment quotas.
• Offers incentives for haredi yeshivas to promote enlistment and to fill their individual quotas.
• Contains no penalties or sanctions for haredi draft dodging, allegedly because this issue has yet to be resolved.
• Likud Party, the Zionist Orthodox HaBayit HaYehudi Party, and haredi lawmakers oppose criminal penalties for dodging the draft, while some – mostly haredi lawmakers – even oppose financial sanctions. Yesh Atid Party lawmakers, on the other hand, are insisting on criminal penalties for haredim who dodge the draft.
• Committee head Ayelet Shaked of HaBayit Hayehudi said imposing criminal sactions is not practical. "The police won't arrest hundreds and thousands of haredim that won't enlist, so why go the way of provocation?" Shaked reportedly said.
• The number of haredi men between the ages of 18 and 24 enlisted through the draft will increase each year. 2,300 this year plus 1,500 more opting for civilian national service; 2,700 IDF and 1,800 national service in 2015; and 3,200 in 2016 with an addition 2,000 opting for civilian national service. The maximum number of haredim drafted and enlisted each year in the IDF and civilian national service combined is capped at 8,000.
• All haredim can defer service until they are 24-years-old. But those who chose to defer their service will have to enter the labor market and work, and if yearly enlistment quotas are not met, sanctions and penalties will be imposed.
• The length of service for all men, haredi or not, will drop from 36 to 32 months.
• The length of service for all women will be lengthened from 24 to 28 months.
The bill is scheduled to be brought to a vote sometime between March 10th and March 12th
