"…And though the truth is its extra to talk about this topic, because all our honorable parents seek the same way to continue raise generations of children with the truth of God and his holy Torah, and they stand and monitor these things, but with all we feel its important to issue a reminder about this topic that has lately started to catch in due to ignorance, by some of the kids, to go with dark black plastic [“Woody Allen”] glasses what comes from the goyisha [non-Jewish] styles.…"

Here's a rough translation provided by my source:
In the time we are learning with the tzoin kadashim the holy Torah with clean theological outlooks [and practice], we have to stand to monitor that it should chalilah not come in to our community, not a bit feelings of "Goyishkiet" [non-Jewishness] God forbid, it shouldn't come to "vayisarvu bagoyim veylamdu masayhiem" and bake into their hearts with pride and greatness starting from young age on, this that a Jew has to be split and separate from the goy [non-Jew] through his name, language and clothing.
And though the truth is its extra to talk about this topic, because all our honorable parents seek the same way to continue raise generations of children with the truth of God and his holy Torah, and they stand and monitor these things, but with all we feel its important to issue a reminder about this topic that has lately started to catch in due to ignorance, by some of the kids, to go with dark black plastic [“Woody Allen”] glasses what comes from the goyisha [non-Jewish] styles.
Therefore after deliberating on this topic with peaceful minds, we have decided to make rules and guidelines on this topic as follows:
Grades 7' 8' 9'
The best glasses to wear is the Frame is Black from the top and Clear from the bottom.
Frames that are dark from on top, must be clear on the bottom.
Clear frames that have in them light color may be worn. Metal frames and rimless frames are banned and has not changed.
Grades 4' 5' 6'
The best is to wear clear plastic frames.
frames with light dark color that the color is see-thru is allowed to be worn.
Thick black bows on the frame is not allowed to be worn.
Grades 1' 2' 3'
The best is to wear clear plastic frames.
The dark black frames are not allowed to be worn.
Thick black bows on frames are not allowed to be worn.
Frames made of rubber are allowed to be worn.
To make it clear: Frames that are colorful or have shapes, are banned and not allowed to be worn by any grades.
Grades 3' 4' when you buy new glasses make sure its according to rules of the older grades.
Order: All students that have already glasses styles that are banned, must be changed within a month.
In the same time we feel its important to make aware, this what has lately come out new clothing for children that are not modest and not allowed according to the Torah’s mesorah – for example, tight pants – and due to it can God forbid come in to our community, therefore we ask the parents to stand and monitor with extra awareness what clothing they put on to their children, that it should be allowed according to teh way of the Torah in holiness and purity.
We from our side will must strong implement these rules, so we ask you to consider the feelings from your child.
God should help that we should be able to teach our children with the right separation between Jews and the nations [non-Jews] with the biggest pride, on the way that Satmar Rebbe zt"l Rabbi Yoel Teitelbaum has taught us, and with such children we will be able to be proud when we soon go to greet the holy messiah bb"a.
