The Tosher Rebbe makes a bracha (blessing) and in doing so transgresses normative halakha (Jewish law).
Under normative halakha, a person cannot repeat phrases or words in a blessing and must say the blessing exactly as written. (Someone who stutters or has other speech defects or a mental illness like Obsessive Compulsive Disorder would be exempt from this ruling, however.) But the Rebbe of Tosh does not have to abide by normative halakha because he is a rebbe. And hasidic doctrine allows hasidic rebbes to change or violate much of halakha at will:
