This would be a lot stronger if the Skvere Rebbe signed it himself, but it is a condemnation of the violence nonetheless:
Note that no names appear on this pronouncement, not the names of the rabbis on the beit din and not the Skvere Rebbe's name, and no one actually signed it. This is not usual policy, I'm told, and this weakens the proclamation greatly.
Here's a partial translation.:
To the residents of village - we were shocked to hear of the act of terror Saturday night that has shaken up our souls, heaven forbid. We are protesting to our full extent against any acts of violence in any form. It is forbidden for anyone to use these roads for any purpose.…it is against the Torah and, l'havdil (to make a separation), against the laws of the state.…there is no justification for private people to do on their own actions which are not supposed to be done…
