A haredi developer tells the city he is building a dormitory for teachers from a nearby haredi seminary. At the same time, he files papers with the state to build condominiums at the exact same location.
The city allows several zoning codes to be waived so the "dorm" can be built. The developer builds the building, cuts even more corners, and sells the completed "dorm apartments" as condos to non-haredim.
The non-haredim, mostly non-Jews, move in, then are told by the city that the building is in serious violation. It is unsafe. Their condos cannot be sold or transferred. They may be forced to move out. Their half-million dollar investments have turned to dust. The developer is called by a city official a "very bad man."
