Haredi "General" Rabbi Fred "Fishel" Todd's Plea Agreement
Haredi Rabbi Fred "Fishel" Todd of Lakewood, New Jersey vetted chaplains for the US Military and ran a smicha (rabbinic ordination) program. He also helped haredi über-scammer Eliyahu Weinstein steal millions of dollars. When caught, he acted as a cooperating witness against Weinstein and the other coconspirators in the scheme. Here for the first time is the plea deal Todd made with the government.

Would that also include being a cooperating witness against Rabbi Moshe Lehrfield, the attorney for the fraudsters?

Todd was never part of the military and he certainly was never a general.
The military grants distinguished visitor "DV" status to endorsers as a courtesy. A DV gets preferential treatment when visiting a base or scheduling appointments with installation leadership. DV status is not only granted to generals. Colonels, senior enlisted, and many civilians receive DV status as well.
His organization was, and still is, recognized as an endorsing agency, and he was listed on the DoD website as the contact for Pirchei Shoshanim. Now his son Joseph is listed as the contact.
