The only thing these Chizuk weekends accomplish, is to be mechazek the pockets of these imbeciles. Wake up ppl, saying stupid stuff and then blatantly lying about it. Is this someone who is worthy of Chizuk?

Nothing will change. The Mir in Israel views Rabbi Shteinman as the gadol hador (the greatest torah scholar) and therefore his words are "daas torah" which one is not allowed to disagree with, just like one is not allowed to disagree with the words of the gemora. It is clear Rabbi Kaplan's words stemmed from what he believed was Rabbi Shteinman's view, and there are strong indications that Rabbi Shteinman does in fact hold the goverment is amalek. This is the underlying issue - whether the words of Rabbi Shteinman are "daas torah". I dont think this fiasco will change Rabbi Kaplan's view on this point. It will only change what he says publicly.

Are these weekends attended by non-frum and/or modern Orthodox people or is it mostly a "yeshivish" crowd who already believe in the concept of "daas Toirah"?

In 2011, the mashgiach of Bais Medrash Govoah in Lakewood, Rav Matisyahu Salomon, gave an interview to the Yated Ne'eman in which he stated the following:-

Rav Elchonon Wasserman related that when the Bolshevik gezeiros were just starting, he heard directly from the Chofetz Chaim that there are two types of gezeiros to which Yidden are subject. There is a “Purim-type” gezeirah which threatens the physical existence of the Jewish People. What is the antidote to such a gezeirah? We learn from Megillas Esther that the antidote in such a situation is tefillah, to daven just as they did in the time of Mordechai and Esther.
The second is a “Chanukah-type” gezeirah, a decree which threatens the spiritual existence of the Jews, such as the gezeirah of Antiochus in the Chanukah story when the motive was not to annihilate us, but rather to strip us of our observance of mitzvos, a gezeirah of shmad. The antidote to such a gezeirah must be akin to the response of Matisyahu Kohein Gadol and his sons - war! We must literally fight a physical battle with the enemy.
The Chofetz Chaim continued: “We are responsible to fight, but there are no generals to organize the war!”
Therefore, nothing happened and the Jews living under Soviet oppression were brutally stripped of their Yiddishkeit.
For this reason, we have an obligation as a community to do teshuvah for that failing, for not fighting and neutralizing the klipah of Communism, a movement that was an open rebellion against Hashem"

(The reference to Bolsheviks by the Chofetz Chaim was specifically to the Yevsektsii, its Jewish sections, whom he spiritually considered Amalek notwithstanding their Jewishness)
When Shteinman calls ministers Amalek and that they are worthy to physical annihilation, he is reminding them of that Chofetz Chaim story and compares the demcratically elected government ministers to the Yevsektsia, something Kaplan clearly understands and expected his audience to understand.
The issue facing the Haredim however is whether the situation is like in Russia in 1917 when 'rabbinic generals' were both willing and ABLE to kill the Yevsektsia leadership or whether the situation is like Russia in 1922 when whilst these 'rabbinic generals' were still willing to annihilate their enemies, they were however incapable of doing so because the Soviets were far stronger than a mere five years earlier.
This is in essence of the dispute between the 'moderate' Shteinman supporters (such as Kaplan) who proclaim their willingness to annihilate but are forced to accept that even when united the Haredim lack that capability to do so. The 'extremist' Auerbach faction (which are supported by both Adolf and Zyklon Teitelbaum) claim that Shteinman has failed his duty as a general through his own cowardice and that Hareidim when united under Auerbach's brave generalship would have the capability to forcefully impose their will. Indeed Auerbach's followers have even called Shteinman Alamek!

A slightly different version of this story appear in Rabbi Moses M. Yoshor's biography of the Chafetz Chaim as translated into English by Artscroll Publications, Volume 2 chapter 67, page 679
''According to Rav Elchanan Wasserman, the Chafetz Chaim used to say further, ''Jews [in the Soviet Union] made a mistake when the edicts of the yevsektsia began. They should have gone right then in battle against them, with dedication and self-sacrifice, ready to give their lives. Many would indeed have been killed, but Satan's power would have been weakened. No one could be found, however, ready to sacrifice himself in battle; and so the yevsektsia grew stronger.''
These haredim pose a danger to democracy (which the Chofetz Chaim and Wasserman also condemned as heresy) which should not be ignored. Jews fled to Israel and America (including Baltimore R"L) to escape their fanaticism and backwardness as much (if not more) as they ran away from the Czar's tyranny.
