A haredi businessman charged with tax fraud, money laundering
and accepting bribes was nabbed by Israeli police who found him eating
at a Tel Aviv restaurant in violation of the terms of his house arrest.
At the time of his arrest, Jacob Berger had documents with him containing personal details about the prosecution and the case brought against him, an Arutz 7 news brief reports.
Earlier today, the Jerusalem District Court decided to make the terms of Berger’s house arrest stricter.

Most important question: where did he find a mehadrin min mehadrin place to eat in Tel Aviv?

My initial thought as well. The only ones that I know of are at the strip of hotels on the beach.
Like the joke goes. What is the difference between Tel Aviv and Manhattan? Manhattan has Kosher restaurants.

Plenty of Mehadrin Restaurants in Tel Aviv. Don't kid yourselves. It would take a long time to run through them all.
