Unsigned means no one of consequence would attach his name to the ban. But sometimes pashkavils are trial balloons.

BTW, MP3's are worse than MP4s because of their trinitarian encoding. Apple formats are also forbidden because that is how mankind was tragically afflicted with the need to work.
