If this policy is actually followed, it's a very good start.
My skepticism, born of experience with organizational reform, leads me to believe that this new piety will be enforced in proportion to the fear of outside involvement. Over time, as fear diminishes, so will concern about this.
I sincerely hope I am wrong, but my sense is this is not an internally driven change, it is not organic to the group, and so it will tend to disappear when the forcing from outside is relieved.

This is a very positive development

Am I the only one who finds the masculine pronoun jarring in the quotation below?
"Each BYSFG student must
conduct himself properly at all times in and out of school, in accordance with specific guidelines set forth in various BYSFG student handbooks."

If this is actually followed, wonderful! Now when will the yeshivas follow suit?

I noticed that it also stated that none of the rules are intended to supersede the athority,of,e.g. the principals.
To quote:
"D. Although voluminous rules and procedures could be written for all
possible circumstances, this Conduct Policy focuses on situations, which, if unremedied,
are likely to be damaging to BYSFG students. The Conduct Policy is not intended to
supersede the authority and responsibility of the principals of each division of BYSFG
(each a “Principal”) to manage their respective BYSFG divisions on a day to day basis,
nor is the Conduct Policy intended to be the sole and exclusive source of rules governing
BYSFG personnel and student policies."

What is positive about this? It explicitly condones harassment of both teachers and students regarding their sexual orientation:
“Harassment”, including physical, verbal, visual or behavioral mannerisms or conduct by a BYSFG Staff Member or BYSFG student (in all cases, with or without sexual advances or sexual overtones) that denigrates or shows hostility towards any BYSFG student or BYSFG Staff Member because of such person’s sex , race, national origin, age, or disability where...

Oops, it didn't copy and paste properly. That should read as follows:
“Harassment”, including physical, verbal, visual or behavioral mannerisms or conduct by a BYSFG Staff Member or BYSFG student (in all cases, with or without sexual advances or sexual overtones) that denigrates or shows hostility towards any BYSFG student or BYSFG Staff Member because of such person’s sex (excluding sexual orientation), race, national origin, age, or disability where...
