Another Haredi Busted For Spitting On A Woman
The Jerusalem District Prosecutor's Office filed sexual harassment charges with the city's Magistrate's Court today against Ze'ev Frank, a 29-year-old ultra-Orthodox man. Frank is accused of calling a woman a "slut" and spitting on her in Mea Shearim. Three policemen who were in the area in an unmarked police car saw the attack and arrested him. They were attacked by many haredim. The indictment also claims that Frank resisted arrest. As he was placed inside the car, the haredim encircled the policemen and began throwing stones and iron rods at the car. They also tried to remove its doors.
Another haredi charged with harassment
Jerusalem resident Ze'ev Frank, 29, accused of spitting on woman in Mea Shearim, calling her 'slut'. According to indictment, in previous incident he called policeman 'Nazi'
Aviad Glickman • Ynet
The Jerusalem District Prosecutor's Office on Sunday filed sexual harassment charges with the city's Magistrate's Court against Ze'ev Frank, a 29-year-old ultra-Orthodox man.
The indictment comes two weeks after a precedent decision to file the same charges against Shlomo Fuchs, another haredi Jerusalem resident.
Frank is accused of calling a woman a "slut" and spitting on her in the Mea Shearim neighborhood.
According to the indictment, the woman was walking on the street last Thursday at around 8:30 pm. Frank, who was unhappy with the way she dressed, approached her with threatening body gestures and called her a "slut". He then allegedly spat on her and ordered her to "get out of here".
Three policemen who were in the area emerged from an unmarked police car and arrested him. They were attacked by many haredim who demanded that Frank be arrested.
The indictment also claims that Frank began physically resisting his arrest, while kicking two of the policemen. As he was placed inside the car, the haredim encircled the policemen and began throwing stones and iron rods at the car. They also tried to remove its doors.
One of the policemen was injured in the commotion, and the car's rear windshield was smashed. Frank is accused of sexually harassing and assaulting the woman, as well as assaulting a policeman under aggravating circumstances.
Insulting public officer
The indictment mentions another incident from March 2011, when Frank entered a store in Mea Shearim and shouted at a woman and her daughter.
In response, the store manager forcibly removed Frank from the shop. Frank returned to place several minutes later with his friends, who tried to stop people from entering the store and shouted at the workers and customers, "Why are you shopping in a store with immodest people?" In this case Frank is accused of wrongful behavior in a public place.
According to another clause in the indictment, about four months ago Frank said to a police officer, "Nazi, get out of here. You have no business being here." In this case he is accused of insulting a public officer.
The Jerusalem District Prosecutor's Office asked the court to keep Frank in custody until the completion of the legal proceedings, saying that there was reason to suspect that his release would put the public in danger.
Frank's lawyer, Attorney Yair Nehorai, said in response to the indictment: "The State's use of the sexual harassment clause does not match the goal of the law and the broad interpretation given to it by prosecution elements.
"On Friday we presented the court with a tape raising doubts in regards to the suspicions directed at Mr. Frank."
Mace them or need be shoot them down as the dogs

Religion will destroy Israel if this behavior
continues....

To try to understand the deterring forces at play. Would it be possible to follow up and publicize the punishment that these low class people eventually get? To simply go through a revolving door will do little to stop this nonsense. Examples must me made. Word must be put out that this will not be tolerated.

nobody is provoking them they simple want to do this and using modesty as an excuse

This guy, obviously, is an embarrassment to Torah Judaism. If you don't want her there, put a smile on your face and nicely ask her to leave. If she refuses, she's the bigot, not you. Anyway, I'm sorry to say this, but going to prison--or at least getting arrested--may be be the best thing for this guy in terms of realizing how um, wrong, his "approach" is and how it only makes the problem worse, not better.

Mendy Hecht, on a public street in Crown Heights, if you see a random woman walking down the street and you don't like how the woman is dressed, you should demand that she leave.
Let's see how well that goes for you.

Maskil, she committed the crime of walking while female, much like the US crime of driving while Black. To this guy's mind that was sufficient proof. Even if she "really was" one, he still did wrong, simple as that.

Are Israeli police armed? How often do they use deadly force?
Posted by: flat earth | January 08, 2012 at 09:30 AM
It's not the Israeli police the need is for to label them as terrorists. Actually jail is not what will help but legally deporting these people is a better approach, since Israel is not able to enforce basic human decency laws.
There is a movement afoot to stop calling these criminals ultra Orthodox but call them anti-religionists, not that it will help much.
Posted by: adams | January 08, 2012 at 09:37 AM
Politicians tell the police to go easy on the haredim. If a frummer is arrested, a politician is called, and the frummer is released. There is no enforcement of the law when it comes to frumma.
Politicians are feckless. Unless enough people get mad enough to elect politicians who don't depend on the frumma vote, there will be no change.

Seymour, the secular have to wake up in the morning and go to work so they can pay their taxes. The secular do not have time for protests every day. The secular are civilized people who don't riot. If you have to work and support a family, you cannot afford to go to jail.
The frumma are savages with no responsibilities, so they enjoy rioting and making trouble. Remember the picture recently of the frumma who laid their babies in the the strollers on the street in front of a bus?

Yerushaim is not the place to walk around like a goyella studying "science" or "art" at Brooklyn College or NYU. It is for those who walk the derech of Torah. As for this yungerman (ok, not so much young) is he married? I think maybe not so what is needed is to marry him off to a woman. We have a shidduch crisis as things stand so if he is not married marry him off to someone in Brooklyn, a BT maybe and it is like solving two problems at once. If they cant find someone for him in brooklyn there are thousands of secular women in Manhattan living with dogs or cats who need to be married. soem of them even live iwth other women!
Seculars have the upper west side and the others have Midwood. We have the land Hashem gave to us, and Yidden should know how to dress and act when there.

Most of the approaches to this issue only reinforce what these people actually believe. That they are better than anyone else and that their actions are completely justified.
Giving them a pass for whatever theological or cultural reason reinforces it, as well as the argument that they need special handling even when they do get arrested.
The proper response should be the same as it should be whenever something like this happens. An immediate and decisive broken nose by the nearest (and largest) male observing the assault.
The number one job of any society is to protect it's women and children.

The 5th Lubavitcher Rebbe (or maybe the 6th) would fantasize about people forcing him at gun point to have all kinds of wild sex, because then he would be "liable." I think, the Hareidi as a community are now just begging "to be forced" to abandon their ways by the "evil secular." Their problem is that the secular have left them to worship and wallow as they please, and they see it isn't working.
Mendy Hecht and Mordechai Ben David (see VIN) coming out in support of the spitters, however they try to qualify it, shows that support for the spitters is the true position of the overwhelming majority of these sub-humans known as Hareidi.

Responses to all (and good discussion, folks):
Seymour, good point (will get to it shortly).
WSC, we don’t do that in Crown Heights. Chabad is not Meah Shearim. Wouldn’t happen. As a matter of fact, one young hothead last year or so got hell from everyone for doing just that (didn’t get as crazy as spitting on a woman, but still bad). Even Shmarya can tell you about how quickly he was put in his place.
Ruthie, let’s keep it civil. One of this site’s rules is “no name calling, please.” (And speaking of, em, equipage, very few of the regulars here actually use their names. Let’s see you call them on that, eh?)
Bas Melech, that’s unfortunate, because this guy is wrong—all it does is make his community look bad and reinforce stereotypes of “medieval” Haredim (not to mention “evil Zionist” police).
Fleishik, I never said anywhere that I support spitting on people. Don’t put words in my mouth and don’t do my thinking for me.
Ah-pee-chorus and Malka Gittel, very clever arguments—read on:
This (listen up, Seymour) is a specific situation in a specific neighborhood in a specific city. My reasoning, obviously, would not apply everywhere.
It’s really no different than the Amish demanding that all visitors to their neck of the Pennsylvania woods don black hats with gold buckles for the duration of their visit out of respect for their values. Now granted, the streets of Lancaster, Pennsylvania are open to any citizen to walk down dressed (or undressed) as they please so long as they do not violate any public indecency law on the civil-law books. However, if you’re a tourist visiting Lancaster and there are signs saying, “Please respect our mode of dress,” most tourists will actually put on the black hats to be respectful—they would probably even have fun snapping photos of themselves as “Amish for a day.”
So, going back to the Meah Shearim analog, the Hareidim are not coming to YOUR street and telling you how to dress—they’re doing so when you come to theirs. Yes, fanatical, yes, close-minded, yes, isolationist—but when in Rome, do like a Roman. Respect the local natives and their local native culture. What’s so hard to understand about that? And if you so insist that “I will not have my freedom infringed and I will walk wherever I want, dressed however I want!” then who’s being unreasonable?
(By the way, it’s been said that some of these women are leftwing radicals who deliberately come to Meah Shearim dressed provocatively (at least by Hareidi standards!) to tease and piss off the Hareidim. I do NOT know if that’s true, but it’s an allegation that should be included in any discussion on the issue.)
So: anyone interested in a normal conversation on this issue may e-mail me at totaltext@gmail.com. (You can ask Rebitzman, for those of you who know who he is and where to find him, whether I’m the fanatical crazy bigot some of you apparently think I am.)

RE: Mendy Hecht's comments:
From what I've heard (and I was only involved in the yeshivish world in Brooklyn, not Chabad), it is impossible for a ba'al tschuva in Chabad to marry into a "prominent" Chabad family. For example, a ba'al tschuva could not marry into the Hecht (descended from the Chicago's old-time Lubavitcher R. Hecht) family, even if he were a chochom in whatever stuff Chabad learns. Any ba'alei tschuvas marry into Manis Friedman's family? Point being, that if my statement were true, that Chabad is no better than any of the other sects in this regard.
Mendy, prove me wrong by giving examples of ba'alei tschuva marrying into prominent Chabad families....

Mendy,
Have you ACTUALLY been to Amish country? There are NO signs asking people to dress in any manner whatsoever. There ARE signs requesting that people refrain from photographing the Amish. If someone chooses to ignore the sign, I can guarantee you that no Amish Sikari will start to attack them.
I would ask that people stop with comparing the Chareidim with the Amish. Besides both being insular, they really are very different. The Amish work very hard and rely on each other; they do not take money from the government, except under extreme situations. A few years back, a lunatic outsider shot and killed a number of Amish girls; the Amish community raised money for the killer's family because their father/husband was no longer around to support them. There really is no parallelism with the Chareidim.
Posted by: Gefilte Fish | January 08, 2012 at 05:09 PM
Also, have you not been reading the news about the Chareidim who are standing outside the modern Orthodox school and threatening/spitting on little girls who are not dressing in the extreme Chareidi manner? These are not people who are minding their own business in their own neighborhood; these are people who ARE davka running into other neighborhoods and telling everyone how to dress and behave. This is not Judaism; this is fanaticism run amok.

Re Mendy Hecht @ 4:01:
Your post is balderdash. The streets where the Haredi live are public streets and they were public when the Haredi moved there. The Haredi took public spaces - streets - appropriated them, and then made up rules for how those spaces could properly be used. All without any authority whatsoever.
No private person or group has any right to impose any use-related obligation on a public area such as a street or a park or a public building. If the group so desires, it can purchase a plot of land and make rules that apply within the borders of that plot.

what you fail to grasp is that it applies NOWHERE.
It’s really no different than the Amish demanding that all visitors to their neck of the Pennsylvania woods don black hats with gold buckles for the duration of their visit out of respect for their values
youre right . it would be no different except as someone posted earlier, the amish dont do this. my family loves lancaster and has been there many times. there are no signs in public streets telling anyone how to dress, and no demands made whatsoever. they do request, when you go to shop at one of their PRIVATE farms, you dont take pictures.
and we respected that. had they made any requests of people on public land, they would have deserved as much scorn as the charedi terrorists.
for the future, repeating failed arguments and then trying to support them with untrue facts makes you look foolish.

Prior to moving to Wisconsin, my wife interviewed for a pulpit in Lancaster - we toured te city, ESPECIALLY the Amish areas and were never once asked, nor were there any signs suggesting, that we in any way alter our attire or look (which was decidedly "Jewish").
Additionally, there is a huge Amish community near us that welcomes visitors (and their wallets) regardless of dress.
You may be mistaken or ay have been misinformed here, Mendy.

slut, is prutza, but to them, a slut is a viginal Jewish girl who merely talks to a boy or holds hand/kiss only.
This is a Prutza to them.
Slut is not really the right translation.

mendy i am sure you would agree that the herdeim should remove their fur hats when they go into area that people do not approve of furs
I mean they are walking into secular areas
but i am sure not one frumma would agree and scream religious freedom like when they tried to ban all imports of fur
the herdiem and you use your argument only when in benefits you ( not saying that argument is valid but the hypocrisy is amazing since you would never allow to be used against you)

from the video one cannot tell or see if the spitting occurred
that is the issue therefore the video proves nothing

I re-read Mendy's post. Amish wearing black hats with gold buckles?!?!?!?! Never happens---the Amish shun gold as being ostentatious. You must be thinking about the Pilgrims!!!!

I think we need to stop feeding the trolls. Stupidity cannot be cured so easily.
And most of the Amish get along with the English world far better than this. They have to.

Shlomo1 And didn't you find it suspicious also that people were smiling?
Posted by: Hal | January 08, 2012 at 09:52 PM
if a psychically sensitive adult or child who sees auras around people were to visit that neighborhood in Israel where ultraorthodox men have caused problems it would be interesting to hear their feedback. Give them paper and colored pencils. They would easily see the "spiritual development" these people have or lack.

All of you black-and-white uniform guys look the same to me. Pilgrims, Amish, Hasidim, Federal Agents, the Blues Brothers, the Men in Black... how the hell am I supposed to know?

The Haredim behave like rodfim. The Talmud is very clear about the fate of rodfim...shoot them!

Now now, he is a fellow Jew.
We must smile, and ask him nicely to take a long walk on a short pier.
And if he refuses, he is a bigot.
(thanks mh for the inspiration)

@Mendy Hecht
I've lived around the Lancaster Amish. Unlike Haredim, they want only to be left alone, not to have others conform to them. They quite rightly find outsiders aping their customs offensive. The "plain" sects are also pacifist and believe in avoiding conflict - never would an Amish man spit on a woman like this. The Amish do not seek to start fights with others who don't follow their rules.

Adams,
Thank you. What is the difference between פרוצה and זונה?
I'd really like to get this clear so I understand the level of the insult.

The video is interesting. It lends support to Ze'ev Frank's claim of innocence yet his demeanour in court covering his face belies guilt. The video is quite grainy and small and it seems the police in the white car were very close to the spot where the alleged incident took place. I also believe the police would not have done what they did for no reason.

Wigmore,
I think that a zonah gets paid, whereas a pritzah is a serious hobbyist.
