Only In Israel
A 10 year old boy is repeatedly raped. His assailant is arrested, tried, convicted and sentenced to jail. The boy's mother is afraid the rapist has HIV and wants the rapist tested. The rapist refuses to be tested and, under Israeli law, he is protected and cannot be forced to undergo even the simple blood test needed to diagnose HIV. As a result, the 10 year old boy now must undergo a month of painful medical procedures (I'm not sure what kind) just in case he was infected. What do want from a country that sentences Orthodox criminals to yeshiva prison where they learn all day? It's no wonder Mondrowitz, Lazerowitz and other haredi pedophiles made a quick beeline for Israel as soon as they were exposed here.
this incident has nothing to do with the Orthodox. Why do you feel the need to make a connection that does not exist?

Huh? The rapist is in jail - what does that have to do with your conclusion about fleeing to Israel?? You are really mixing up issues here. One is that of extradition, the other is that of prisoner rights.

The situation in terms of the rapist's right not to be tested is certainly not unique to Israel. In Ontario, Canada, the law was only changed a few years ago to allow HIV and other sexually transmitted disease testing against the will of the perpetrator, and again only in limited cases. In other parts of North America the situation is the same as in Israel.
As for painful medical procedures, they're probably talking about the medications that the poor boy (may he suffer no harm) has to take. It's called post-exposure prophylaxis and it consists of a bunch of medications with bad side effects like nausea and fatigue but the idea is to prevent the HIV virus, if it is present, from infection his immune system.

Shmarya is talking about the "Haredi wing" of prisons.
I was talking to a criminal who was repeatedly arrested during the time of the disengagement. He talked about how he could choose between the Haredi sector of prison, or go with the other RZ "ideological" prisoners.
He explained that the conditions in the Haredi wing were very comfortable. Air condition Beit Middrash full of Sefarim. Anyone can go apparently, which is why some people pretend to be religious. Apparently according to this guy, all you really had to do was wake up for davening.

I am nit here to defen the Israeli policies, but if I was the mother of that child I would test my son regardless of any results performed by the prison medical staff.

Ironically one apparently Orthodox Jewish person posted in the comments box of the Article linked above stating they should follow the Talmudic Law & have the rapist killed.

I'm not really familiar with HIV testing, so could someone tell me why the boy can't take the same test that they want to give the rapist?

Per above article:
It might take months for the HIV to show up in the boy, where as in the rapist-it might show up immediately. IF HIV was present in the rapist, the rapist would certainly get a harsher sentence.
