EXPORT REQUIREMENTS FOR ISRAEL

Here is another USDA document on exportation of beef and poultry to Israel. It was prepared with Israel's Chief Rabbinate. Under "Slaughter," the Rabbanate's first requirement is as follows:

Kosher slaughter restraining area floor is required to be graded in such a way as to facilitate drainage and prevent contact of the carcass with blood.

It seems Rubashkin violated this as well.

It gets worse than that. One of the shochatim (or perhaps another employee) in the video was kicking blood onto one of the dying cattle.
